After 40 years of the war on drugs, the outcome is obvious for all to see: the pursuit of traffickers and the repression of consumers have proved an abject failure. But when it comes to choosing between decriminalisation and repression, what are the underlying facts. What are the risks and the dangers? Whereas France is locked into a policy of repression, others have chosen a different route. In Spain, there has been a proliferation of private cannabis clubs, non-profit bodies whose members themselves produce the drugs that they consume within a closed-loop. In Portugal, the decriminalisation of all drugs has worked successfully for more than 13 years. In Switzerland, drop-in centres provide drug addicts with a lifeline in the form of medical care and supervision. Former advocates of all-out repression, such as politicians, doctors and even prosecutors are increasingly turning to a policy of structured and responsible decriminalisation. They all explain to us how, in today's world, there are other ways of tackling the drug problem.
